Owner’s Representative Sought for Upcoming HAND Construction Projects

HAND is seeking proposals from qualified firms to serve as the Owner’s Representative for two upcoming affordable housing developments: Home Place Duets in Carmel and Stony Creek Duets in Noblesville.

Together, these projects will add 12 new rental units (six per site) for low- and moderate-income residents in Hamilton County. Each community will consist of three duplexes with 3-bedroom units, along with the related site infrastructure.

The Owner’s Representative will be a key partner throughout the pre-construction, construction, and post-construction phases. Responsibilities include providing quality assurance, overseeing compliance with federal regulations, representing HAND’s interests on-site, and supporting project closeout and warranty follow-up.

Both developments are supported by HOME and CDBG funds and must comply with associated federal guidelines, including Section 3 requirements.
