Home Place Duets Brings Affordable Housing to Carmel

HAND is thrilled to announce our newest project, Home Place Duets, a groundbreaking effort to bring affordable and supportive housing to Carmel, one of Indiana’s most desirable and high-cost communities. Located in Hamilton County, the wealthiest county in the state, Carmel boasts low crime rates, top-tier schools, and abundant cultural and lifestyle amenities. Yet, despite these advantages, affordable housing has remained scarce, and community acceptance has often been limited.

The $3 million Home Place Duets development will feature three duplex buildings, each offering two three-bedroom units, providing affordable housing for six families. These homes are designed for households earning up to 60% of the area median income, capped at $55,620 for a three-person household or $61,740 for a four-person household. The first move-ins are expected in late 2025.

Situated in Carmel’s Home Place area, annexed in 2018, the site presents unique challenges. Costly infrastructure improvements, such as drainage structures, water quality measures, and a retaining wall due to elevation changes, are expected to bring sitework costs to more than $500,000. However, the property’s existing zoning for duplexes—rare in suburban settings—offers a valuable opportunity to create affordable housing in a market dominated by detached single-family homes.

“This is a unique opportunity to provide affordable rental housing in one of the state’s most affluent cities,” said Andrea Davis, HAND’s Executive Director. “Carmel is a wonderful place to live, and this development will allow families in crisis to stay in the community they love.”

The Home Place Duets project is made possible by funding from the Hamilton County Development Block Grant program, a $1.7 million award from the Indiana Housing & Community Development Authority, and additional loans. HAND acquired the property in 2023 and will take referrals from local partners Prevail Inc. and Family Promise of Hamilton County, ensuring that the housing is available to those who need it most.

The impact of this project extends far beyond the six families who will call Home Place Duets home. By providing stable and affordable housing, this development supports local employers, fosters economic diversity, and strengthens the community fabric.
